We don't even know whether the system will lean towards combos or what not. Its details, as far as we know it, are sketchy to say the least during its unvealment in the short 2 day loke test. You're already dreaming up worst-case disaster scenarios that hasn't even happened, nor might not even happen.
Innocent until proven guilty. Have more of an open mind and let's see what further news that the future loke tests will bring us regarding this new Judgement System. If anything, I'll hand it to Playmore for trying something new, or at least daring to go against the status quo.
I'd be willing to bet you $10 on Paypal that the system will be broken / abusable / garbage, and that people with any desire to perform in a competitive environment in this game will very much come to loathe it and generally claim it as ridiculously broken.
Guilty until proven innocent, especially with things that are obviously not good. Maybe if KOF had done something ELSE different, like change the way the power stocks worked or added grooves ála Neowave. THAT would have been interesting. Hell, the skill stocks system is a very interesting change: I want to see that in motion and I'd like to see how the new shift option(s) work.
But this system REEKS of broken. If you can't see how this could possibly be broken already, then I don't see how you could possibly say you play fighting games with any amount of seriousness. And this isn't a personal attack, before someone takes it as one, it's just that I cannot begin to fathom how people can't already begin to nitpick and point out already dramatically-obvious flaws that would appear on paper from this conceived system.
If it turns out that this is for draw games only though, I'm going to kick whoever released that skewed translation / interpretation in the nuts. Seriously. Thanks for making me worry about a system that I'm never going to really see used anyways. When was the last time you saw a draw game in MVC2 or KOF2003?

NW did not do many things different. It is an old KOF in new hardware.
What we have now is a new game series in new hardware. Let's cut them some slack. (Look, I haven't started whining about the roster, yet.

Though there is a concern on how zoning characters like Kensou are going to fare.
Edit: I think we are overly concerned over the potential brokeness of the system. It has not happened and it may not happen.

I believe most players here (including me) play fighting games (especially KOF) serious enough to know raising such a hooh-hah over something like this is pointless, especially since we know little about it, let alone heard of any negative feedback from the loke test players. When 'Strikers' were first heard of in the KOF99 loke test, there was a big stink among players; how they might lead to easy but high damaging combos. That prediction turned out to be accurate. Many of us are experienced enough to have seen it coming.
Considering that many KOF veteran players here this time aren't raising the same commotion as you are, I think many of us are genuinely interested and curious to see how it plays out. For one, it might force players to adopt a more proactive fighting style instead of sticking to turtling. I doubt that the system would immediately tilt towards your opponent the moment you start turtling. For one, it would discourage prolonged turtling for some characters that has a better advantage at keepaway.
With Playmore conducting so many beta tests for NGBC, I expect them to do the same with KOFXI. While it's no guarantee that bugs and glitches won't pop up in the final release, at least it's lessens the possibility that it might be as broken as SvC.
In any case, most of us are still approaching this system with some caution, but allowing some leeway to Playmore in case they able to pull it off. It's a new twist on winning matches, and I think after the last decade of KOF and most fighting games determining winners in timeouts matches through the same method of 'who-has-more-life-left', most KOF players here are interested in change.
