Yes, there are going to be tiers in fighting games. Some characters will inherently be better than others. That's a given. Just like Dark Chaotix said, if a fighting game was truly balanced, everyone would be EXACTLY the same, and it would be boring as f*ck to play and watch.
I suppose an example of this sentiment is Virtua Fighter (mostly VF4 Evo and after). Some characters are better than others (if I recall correctly, in VF5 Final Tuned, Akira, Jacky and that sumo guy are at the top), but the gap between tiers is so small that pretty much every character is competition-viable in the game.
For a fighting game developer, perfect balance is unattainable. The best they can achieve is the smallest possible gap between tiers.

Well, that's true thanks to "community input". Even though I've only started taking fighting games to the next level with Chocolate SFIV, it still annoys the hell out of me that people would rather complain to a developer that character X is overpowered and it's up to the devs to fix it, rather than actually find a way to work around the match-up. Examples: The former is SFIV: Rainbow Edition with Yun. The latter is 3rd Strike with Chun-Li.
They just expect to be spoon-fed everything. While I will concede that Yun has significantly more options than most others in AE, the really big reason everyone complains "ZOMG YUN OP" is because Daigo plays him. If he's so terribly f*cking broken, why are most of the top Japanese players placing Fei Long above Yun?

If you may recall, people whiners online were saying Ryu was actually top tier just so they could claim Daigo was tier whoring.

Absolutely absurd.

I hear ya. I wouldn't say he's top Tier but considering he's always going to be the main guy of SF and the over all middle guy of the game , he deffinetely has a shorter list of weaknesses then the rest of the roster he's paired with. Doesn't mean he's "SUPER HIGH TIER" or anything , it's just a guy whos become one of those characters everyone can pick up and play .

All Diago did was sell his soul to the fighting game gods and that's why he's so good...duh.

Well, Daigo actually treats his play like his job, because... well... it kinda is. I remember in a commentary during one of the matches at Revelations, s-kill was actually saying that when he was talking to Daigo, Daigo said that because he's a sponsored player (MCZ stands for Mad Catz [teh moar u kno!!1!]) he has to win, and that a sponsored player should never lose to a player that doesn't have any sponsoring. As such, Daigo's mentality is not playing in the hopes that he will win - his mentality is that he will do whatever he can to win. And if that just so happens to involve picking the (generally agreed) best character in the game, then so be it. I'm really annoyed at this hate the player AND the game mentality people have.
(Not a Yun player, btw, so I think that justifies my Yun defence  )

Not only is it just his job, it's the means with which he supports his family, which many players forget.

I'd love to delve into some stereotypes there. :D

His dad owns the nursing home or something like that, but I think he's playing SFIV full time now that he's sponsored.

Seriously? Scary. I guess his Dad is doing just fine then and he's letting his Kid do what he loves. Because yeah I'm sure the guy HAS to play to win but it's not like he doesn't love it. He made top 4 in SSF4:AE , he's still getting some cash for sure.
