How to deal CPU opponents in KOF '98 UM?

I made a similar thread of this at CX, but I need an input from ON as well in these tips.
Sometimes it gets frustrating to deal with CPU opponents. Can anyone tell me how to deal them with ease? Particularly when I want to fight the bosses I want to fight. Unfortunately, I suck in using , or , attacks.
So I end up using Characters with , or , motions. I use this sometimes to "Avoid" fighting Omega Rugal at the end (finishing Opponents with 3 or more DMs). I end up quitting if I fail surviving up to Stage 6 (or if I end up facing Shingo and reached Stage 6 and lose). (At least, if you fought ROTB Iori/Leona or Normal Rugal at Stage 4, you automatically fight Orochi as Boss, but I suck OCVing (Straight in Classic KOF lingo) CPU teams 3 straight times)
General
1. Enemies who "Dodge" attacks.
Since there is diversity in CPU opponents now, rather than "Roll", some of them use Dodge, thus making me miss the attacks I use them or trying to go near them and throw them. I end up eating their attacks instead. Is there a way to punish dodging opponents without getting punished?
CPU Characters (most of them are trial and error, but there are some characters I have hard time to deal with)
1. Art of Fighting Team
Yes, they are giving me a hard time to defeat them easily, particularly Ryo. He keeps on doing things that gives me a little room to counter with. Everything I do, he punishes me. Most of them with with uppercuts (close range or air attacks). Robert, the same problems I have to deal with Ryo, but timing Anti-airs can counter Robert. They are at worst if they are using Extra or Ultimate (using the Dodge Mechanic). Is there a way to deal with them without getting punished too much. At least even an Anti-CPU Ryo tip would do. Anyone can help me?
2. Omega Rugal (just in case)
Yes, he's more harder in this game than in Vanilla '98 and can be described in two words: Genocide Cutter. Whenever I go near him (by walking or jumping), Genocide Cutter. It's quite annoying, especially when you suck in using grapplers, like me. So this one is most characters in general (except for Regular Yamazaki (dp+P him in the corner), Ralf (Still as effective as he was in Vanilla '98) and Heidern (Neck Rolling and timing) though, which has own attacks to deal with him) so what are things to do if you fight Omega Rugal.
I admit '98 UM's Single Player mode is harder than 2002 UM (where you can finish your opponent with a specific attack to fight a specific boss at your convenience and has an option to fight Omega Rugal or not by complying the requirements or not). Since if you want to fight Goenitz or Orochi (except when you fight ROTB Iori/Leona or Normal Rugal) you must reach Stage 6 without continuing (along with the number of DM finishes, 3-5 DM finishes - Goenitz, 6 or more - Orochi, unless you fight ROTB Iori/Leona or Normal Rugal, which makes the Orochi Boss fight easier to reach) which is a pain sometimes.
