I think that trying to create frame data is little over the top for SNK games. What the programmers need to do is get with the times and release a Master guide with the correct advantages and disadvantges so people can enjoy their games to the fullest exstent.
But if you are bent on punishes just get with a partner and with the team you play in tournament and test for reversals and wiff punishes against all of the rest of the cast. Ask your training partner to do the move and gaurd directly after and you with good timing try to reverse it the first frame out of gurd stun to see if the move you think is unsafe. I have found personaly that Kyo's A version Kore ga Kusanagi no Ken Da mushiki no style is like Ken's Shippu Janrai KyaKu in 3rd Strike and it will punish 90% of any thing in the game.
My reversal timing is god-like and I know just yesterday me and my friends found that Ryo's A version Ko-ho-Ken [qcf+A] is unsafe to Kyo's stand D and C but the reversal timing is tight as all getout. It is safe to Kyo's Mushiki no style A version which sucked when we saw that and found it out.
