just saw this at spekSNK. i dun bother translating. dunno if its a mugen. i dun even kno if this worth posting (yes i hate mugen/cheap made game) so i rather drop this at off topic.

Looks more like the Beats of rage engine that surfaced some years back.. but that's just me..
