Seen it. Good concept, but execution leaves much to be desired.

lol.
Out of all criminals he had to run upon, it turned out to be Dio.
Dio actually would do that too, as he has no standards no matter how powerful he gets. He was definitely an ass for the sake of being an ass in volume one, and was still showing signs of that meanness in volume 3. (Rather than just being a villain with a big objective, he does petty mean things like making all of Jojo's friends not like him anymore, and animal abuse, like kneeing dogs in the face or making people eat dismembered cat.)
