My definition of a WTF anime is much like yours, but the WTFness isn't limited to the situation and the contrast to other parts of the show. The WTFness can also be embedded in the context, present throughout the entire episode. Princess Princess fits that secondary definition nicely.

Kiddy Grade doesn't even get interesting until halfway into the damn season.

Of course, you'd think that Melody of Oblivion is awesome if you watch the first few episodes. After that it gradually degrades into crap.

why the hell am I wasting 1.5+ hours of my life when nobody can agree this series is good? Why am I watching an anime for 5 episodes when it's obviously shit? fuck that, I have a life! i'll watch only the best. Rozen Maiden was good FROM THE BEGINNING. GITS was good IMMEDIATELY.
