I think there's a thread for joysticks/gamepads in All Other Games, but I'll answer your question here.

If you want a USB gamepad that's good for fighters, go for either the USB PC Saturn Controller (Sega) or the Xbox 360 PC controller (Microsoft). The latter is about SGD60 and can be found anywhere that sells Xbox 360s. Not sure about the pricing for the Saturn pad, but you should be able to find it at Seow Choon Game Specialise (11 Jalan Besar, just walk in the opposite direction of the traffic from Sim Lim Square).
