The names under the lifebars are the player's names; much like Tekken 5 and VF4; NGBC uses a card system via the AW-NET to register their name, keep a track of their wins/losses and the number of AW points you have available (For purchase of more characters colors/hidden characters). The top 10 players would be ranked on the game's offical AW-NET website.
The 'glow' you see for K'/Rock, according to beelzebubble, is just there for show; as it depends on the number of victories or rank that you'd recieve from your fights.

The glow for Kyo in this instance is a power up; or basically, enables you to go through a MAX mode where you can cancel his Dokugami/Aragami chains (He's the only one who can do it, IIRC) Basically, unlike the character glow you see for K'/Rock; this only stays for a very short while and gives a short power boost, as said earlier. But still other than that, the glow you see for the other characters does not give them any extra damage or the likes; it's just for show.
